Impact on Kentucky
By 1913, twenty-six Kentucky Counties had Moonlight Schools. Mrs. Stewart consulted Governor McCreary about establishing a state illiteracy commission. The act was soon unanimously passed by the General Assembly and the Kentucky Illiteracy Commission was born.
